Across Europe, rural settlements are facing a common challenge. Young people leave in search of opportunities, traditional knowledge gradually disappears, and public spaces that once served as centres of community life are increasingly underused. Yet rural areas are also becoming places of innovation.
From the villages of the Danube Region to small communities across Southeast Europe, local authorities, residents, entrepreneurs and development organisations are exploring new ways to strengthen rural economies while preserving the unique character of their places.
For our StarGrowth partner – the National Tourism Cluster “Bulgarian Guide” (NTC BG Guide), this question lies at the heart of both tourism development and regional growth. Attractive destinations are not created through marketing alone. They emerge from vibrant communities, distinctive landscapes and places where people choose to live, work and invest.

From Spaces to Places
One of the most important lessons emerging from recent European cooperation projects is that rural development begins with people. A village square, a community centre, a local market or a neglected public space may seem small in scale, but these places often play a crucial role in shaping local identity and social cohesion. When communities are involved in improving their environment, even modest interventions can create wider benefits. Public spaces become more welcoming, local pride increases and visitors gain a more authentic understanding of the place they are exploring. This approach is increasingly visible across the Danube Region through initiatives that combine architecture, placemaking, community participation and local development.
Rural Landscapes as an Asset
Rural settlements should not be viewed simply as locations on a map. They are part of broader cultural landscapes shaped by generations of interaction between people and nature. Traditional building patterns, agricultural practices, local crafts, village streets and everyday community life all contribute to the identity of a place. These qualities are becoming increasingly valuable in a world where visitors seek authentic experiences and meaningful connections with local communities. For tourism organisations, this presents an important opportunity. Rather than focusing solely on individual attractions, destinations can build their appeal around the stories, landscapes and cultural character that make rural areas distinctive.

The Danube Ruralscapes Perspective
These ideas are central to Danube Ruralscapes, an Interreg Danube Region project that explores how rural landscapes, local knowledge and community participation can support the future development of villages across the Danube Region.
The project works with pilot regions in several countries, helping local stakeholders identify the qualities that make their settlements unique and exploring practical ways to strengthen these assets through planning, design and community action.
For NTC BG Guide, participation in Danube Ruralscapes provides valuable insights into how tourism, placemaking and rural development can work together to create stronger and more resilient communities.

Why This Matters for Growth
Projects such as StarGrowth highlight the importance of sustainable regional development, entrepreneurship and innovation.
However, growth is not measured only through economic indicators. It is also reflected in the quality of places where people live and work. When rural settlements become more attractive, accessible and connected, they create conditions for new businesses, local initiatives, tourism services and community-led innovation. Investing in rural places is therefore an investment in long-term regional competitiveness.
Looking Ahead
The future of rural Europe will depend not only on infrastructure and investment, but also on the ability of communities to recognise and build upon their own strengths.
Across the Danube Region, villages are demonstrating that small-scale actions can generate meaningful change. By connecting local knowledge, cultural landscapes and community participation, rural settlements can become places that are not only preserved, but actively shaped for future generations.
For organisations such as NTC BG Guide and projects such as Danube Ruralscapes and StarGrowth, this shared ambition offers an important path forward: creating places where development and identity grow together.
